City's Fire Chief Completes HR Administration Certificate Program
FOREST PARK, Ga. — May 30, 2025 — Forest Park Fire and Emergency Services Chief Latosha Clemons, along with 20 city officials from across the State of Georgia, recently completed the Georgia Municipal Association's (GMA) Human Resources Administration Certificate (HRAC) Program. The comprehensive training initiative equips participants with a wide range of workplace skills in the areas of recruitment, training and employee retention.
The six-class HRAC course, which was held in Perry, Ga., and taught by GMA staff and city HR professionals, builds on previous GMA human relations training. Class participants also gained knowledge in employment laws, recruitment, onboarding, professional development, compensation, benefits, personnel policies and addressing workplace culture.
"Completing this professional development program is a vital step toward building a stronger, more effective fire department," said Chief Clemons. "As a public safety leader, it is my responsibility to not only protect my community, but also to lead the incredible men and women of the Forest Park Emergency Services Department with integrity, transparency and professionalism. I am confident that this training will equip me with the HR knowledge and leadership skills necessary to support our personnel, improve operations and uphold the highest standards of municipal service."
The program is open to all city officials but is particularly aimed at city clerks, department heads, mayors and councilmembers, with required courses that include:

- Personnel Policies
